In order for CAS to have jurisdiction to hear an appeal, there must exist either a specific arbitration agreement between the parties, or the jurisdiction of CAS must be expressly recognised in the statutes or regulations of the sports-related body.

On 14 May 2013, the First Instance Licensing Committee of the Royal Spanish Football Federation (RFEF) unanimously refused to grant Rayo Vallecano de Madrid SAD (the Club) a UEFA License for the 2013-2014 season. The Committee found that the Club presented unpaid several debts towards both employees and the Spanish social security system. The Committee declined to issue the license in accordance the RFEF’s Regulation on Club Licenses for UEFA Competitions.
