The Executive Committee of the CAF cannot “continentally” extend national sanction without being firstly required by either a club or a national federation/professional league (Article 71 of the CAF Disciplinary Code).
The right to be heard is a fundamental procedural right that shall always be respected, even by sporting governing bodies. If there is a proceeding in which the said right is not granted, the proceeding will automatically be flawed and the decision issued from this proceeding would likely be set aside.
