In Portugal, professional football is organized by the Portuguese League of Professional Football (Professional League), under a delegation of the Portuguese Football Federation and pursuant to the Portuguese Basic Law of Physical Activity and Sport.
The relationship between those two sports entities is governed, under national law, by a contract. By such contract, the parties agree on the number of clubs allowed to participate in the professional sports competition, as well as the access requirements into the professional and non-professional competitions.
