A federation board decision may be appealable before CAS where it is final, unilateral and intended to produce legal effects, even if described as administrative. If the applicable rules set no appeal period, Article R49 CAS Code’s 21-day default applies; but a timely appeal remains inadmissible absent a direct, concrete, legitimate and personal interest subsisting until the award.

Facts and Procedure

Initially, the 2024-2025 Libyan Football Federation (LFF) Premier League comprised 36 clubs divided between the East and West regions and four groups. The last-placed club in each group was directly relegated, while the clubs finishing seventh and eighth entered a relegation play-out. Asaria, Al-Dhara and Al-Khoms competed in Group D.

Against that background, Al-Khoms had been subject to FIFA registration bans since 5 November 2024 but nevertheless contracted several new players (Ineligible Players). On 6 January 2025, Asaria lost 0-2 to Al-Khoms and did not protest.

Subsequently, on 27 February 2025, Al-Khoms fielded several Ineligible Players against Asaria, which won 3-1...
