A country that is recognised as independent by most of the international community fulfils the criteria for UEFA membership.

Facts/Procedure

On 9 March 2015, the Football Federation of Kosovo (FFK) submitted its application for UEFA membership. On 17 September 2015, the UEFA Executive Committee decided to place the FFK’s application on the agenda for the 40th Ordinary UEFA Congress to be held on 3 May 2016.

On 3 May 2016, the UEFA Congress passed a resolution to accept the FFK’s UEFA membership application. On 13 May 2016, the FFK was admitted as a new member of FIFA.

On 13 May 2016, the Football Association of Serbia (FAS or the Appellant) filed its Statement of Appeal with the CAS.
