Facts and Procedure
An investigation was opened into perceived breaches of the UEFA Club Licensing and Financial Fair Play Regulations (UEFA CL&FFPR) by Manchester City (or the Club), an English Premier League club, on 11 February 2014. A few months later, on 16 May 2014, the Club and UEFA entered into a settlement agreement, which specified that Manchester City did not admit to being in breach with the UEFA CL&FFPR.
In 2018, a series of leaks published by a German newspaper came to UEFA’s knowledge, which wrote in turn to Manchester City, inviting the Club to comment on its accuracy.
