[1] This case is about the sanctions handed down by the Latvian Football Federation (LFF) through its Disciplinary Committee (LFF DC), resulting in the cancellation of FC Noah Jurmala’s LFF-A License required to participate in the 2021 season of the Latvian Higher League. The Court of Arbitration for Sport (CAS) overturned the appealed decision, reinstated the Club in the LFF Higher League and imposed a monetary fine on the Club for its violations of the LFF Club Licensing Regulations (LFF CLR).
Brief Facts
In February 2021, the Club and the former sponsor parted ways. Nevertheless, the Club received an LFF-A License from the LFF First Instance Council, requiring it to participate in the LFF Higher League.
In early March 2021, the Club found two new sponsors and signed agreements with them for EUR 700,000.
After that, LFF Club Licensing and the Club exchanged information regarding the Club’s license for the 2021 season.
On 10 March 2021, LFF Financial Expert produced a report on the affairs of the Club to the LFF.
On 12 March 2021, LFF DC decided to cancel the Club’s LFF-A License
for participation in the 2021 LFF Higher League without respecting due process. LFF DC relied on four alleged violations: lack of funding, non-compliance with LFF decisions, no youth academy and no home stadium for the entire season.
