The Single Judge of the FIFA Players’ Status Committee (PSC) rejected two petitions from the Bulgarian Football Union (BFU), made upon request from the Bulgarian football club, PFC Lokomotiv Plovdiv (Lokomotiv), and the players Jordan Graham and Sylvain Deslandes, for permission to request the International Transfer Certificate (ITC) for the players and subsequently register them for Lokomotiv outside the 2019 summer registration period fixed by the BFU.
These two decisions are essential for stakeholders’ better understanding (if possible at all) of FIFA’s general practice to grant, or not to grant, exemptions from the validation exception in the Transfer Matching System (TMS), provided that certain (unwritten) conditions are met.
