The 5th AIAF (Association Internationale des Avocats du Football) Congress was held on 18 and 19 September 2017 in Kiev, Ukraine. The main topic of the Congress was “Minors in football”.
According to the FIFA Regulations, football players may participate in organized football either as amateurs or as professionals. At the same time, professional football players are not allowed to participate in amateur football (this statement is hereinafter referred to as the “clause”). The said clause was embodied in the Football Federation of Ukraine (FFU) Regulations after the insistent requirement by FIFA, and immediately caused many problems for professional football clubs and football players due to the following.
It is not a secret that each club puts its heart and money into the training and development of its trainees (minors) and, consequently, tries to keep its trainees in the club and not to let them be enticed by other clubs.
