The Management Board of the Polish Football Association (FA) adopted on 23 May 2018 Resolution no. V/88, on rules concerning training compensation payments (the Resolution), which will come into force on 1 January 2019. The Resolution introduces a new approach on the distribution of financial compensation to training clubs of players, which intends to be a more efficient way to encourage the training and development of youth players than the previous system, based on the FIFA training compensation scheme.

In accordance with the Resolution, training compensation is due to the training club(s) of a free agent in the case of any transfer of his registration rights until the age of 24, for training incurred between the calendar year in which the player reaches the age of 12 and calendar year in which the player reaches the age of 21.[1] Therefore, contrary to the FIFA training compensation system, established on the basis of Article 20 and Annex 4 of the FIFA Regulation on Status and Transfer of Players (RSTP), the Polish FA decided to limit a list of events triggering the right to claim training compensation only to the transfer of a player not registered with any club at the moment of such transfer.
