On 15 February 2023, the French Ministry of Sport and the Olympic and Paralympic Games announced the findings of an audit investigating alleged breaches committed by former chair of the French FA (FFF), Mr Noël Le Graët. As the results of the said audit, delivered by the French General Inspectorate of Education, Sport and Research (IGÉSR), were made public, Mr Le Graët's situation has taken a wrong turn. The audit points out, in particular, FFF's deficient governance and a policy to fight against sexist and sexual violence that is neither effective nor efficient. This article analyzes the report findings, focusing on Mr Le Graët and FFF General Manager Ms Florence Hardouin.
During the four and a half months of investigation, during which all the documents requested by IGÉSR were made available, 114 individuals were interviewed or spoken to, including members of the FFF Executive Committee, managers and employees, former FFF employees, the sports department, managers of a football league and districts, and members “youth, commitment and sports” academic services.
