Rethinking FIFA’s Framework for Protecting Minors


FIFA’s current protection of minors is built on strict pre-transfer controls but offers little assurance of a child’s welfare once the move is authorised. Drawing on international children’s rights standards, EU Law and sports autonomy, this article argues that the system should shift from one-off authorisation to continuous oversight. It proposes a new club-based certification mechanism - the FIFA Minors License - to ensure real, long-term protection of transferred minors. The article is authored by Enric Ripoll Gonzalez, a sports lawyer practising in the United States at Cases & Lacambra, and Carlos Marroquín Romera, PhD at Rey Juan Carlos University.
