In this award, the Court of Arbitration for Sport confirms its lack of jurisdiction to hear the appeal filed by Manuel Burga Seoane against FIFA's decision not to reopen an investigation into alleged acts of bribery. The Panel held that FIFA’s internal correspondence declining to act did not constitute an appealable decision under Article R47 of the Code. The appeal was declared inadmissible.
