The new regulation on football agents (Regulation) of the Italian Football Association (FIGC) entered into force on 1 April 2015. The FIGC adopted the Regulation to make the domestic regulatory framework for football agents compliant with FIFA’s reform of players’ agents system, focusing on the conduct of clubs and players rather than the activity of agents.
In May 2015, a few weeks after the entry into force of the Regulation, the Italian Association of Football Agents (IAFA), through dozens of its members (formerly registered as “football agents licensed by FIFA”), filed a claim before the Administrative Tribunal of Lazio (TAR), asking for the nullity of the Regulation for a quite large number of grounds. The main arguments brought to the attention of the TAR were the following:
