The FIFA Regulations on Working with Intermediaries (RWI) – Historical Overview

By abolishing the licensing system and creating a registration system instead, the new Regulations on Working with Intermediaries (RWI) are viewed by certain current agents as an earthquake. Licensed agents no longer benefit from being part of the international football family, and need to be prepared to compete in an open market with millions of intermediaries.

However, with the new Regulations, FIFA has stopped attempting to regulate the access to the activity, but instead, is trying to reshape the practice to be monitored more closely at a National Association level. Instead of monitoring the agents, FIFA now monitors its members in implementing the minimum standards set under the new regulations. Additionally, FIFA wants to provide a better market for its main two stakeholders, the clubs and the players.
