The announced presence of visiting supporters identified as “high risk” at the match between two clubs, combined with the long-standing rivalry between the two teams’ supporters, with clashes and brawls, indicated a risk of serious public disorder on the day of the match. Under these circumstances, and given that these high-risk supporters planned to travel to the stadium by bus, the law enforcement supervision of the transport and return of visiting supporters who chose this means of transport did not constitute a serious and manifestly illegal infringement of their freedom of movement.
By administrative order of 3 November 2025, the police of Paris and Seine-et-Marne regulated the travel of Bayern München (Bayern) supporters for the Champions League match against Paris Saint-Germain on 4 November 2025 at the Parc des Princes in Paris.
