On 18 September 2017, Minister Alexandre de Moraes of the Brazilian Federal Supreme Court (STF), granted a precautionary measure to suspend the devices of the PROFUT that established the downgrade for clubs that have debits with the Union, the Social Security or their athletes.
The Program for the Modernization of Fiscal Management and Responsibility for Brazilian Football - PROFUT, created on 4 August 2015 through Law no. 13,155 of 2015, provided to football clubs and other sporting entities the possibility to pay their federal debts, while, on the other hand, it established rigid fiscal and financial control rules that the clubs would be subject to.
