The transfer adjustment fee and its effects on the summer transfer window of 2017

In May 2017, the Chinese Football Association (CFA) issued new regulations on transfer expenditure, in order to put a stop to the Chinese football clubs’ “shopping spree”. One of the recent examples is perhaps the transfer of Hulk - 31-year-old Brazilian striker - from Zenit Saint Petersburg to Shanghai SIPG, concluded in July 2016 for a transfer fee of approximately EUR 60 million.

On 24 May 2017, the CFA notified to the Chinese Super League (CSL) and Chinese League One (CL) clubs of the regulations on the so called “adjustment fee”,[1] to be applied to the transfer of football players from the summer transfer window of 2017 onwards, with the aim to discourage Chinese clubs from completing high-value transfers of (mainly foreign) football players. This provision forms part of the recent policies of the CFA to ensure a stable development of professional football in China, such as the new rules on the ratio of foreign players to domestic players under the age of 23 (U23) in the starting lineup[2] and the amendment to the so called “foreign players quota”.
