After the election of the new management of the Serbian Football Association (FA) in May 2016, organizational and legal changes began in June of the same year, aimed at increasing the efficiency of the work of the FA and reducing labor costs. One of the last changes that took place in Serbian football was in November 2017. At that time, the Football Association of Serbia entrusted the Community of Serbian Super League Clubs with the organization and management of the First League of Serbia, which, until then, was the responsibility of the Union of First League Clubs of Serbia. This resulted in the merger of the Community and the Union, so that after this statutory change, this sports organization bears the name “Union of Football Clubs of the Super League and the First League of Serbia” (in Serbian: Zajednica fudbalskih klubova Super lige i Prve lige Srbije).
This move started the process of segregation of professional football from amateur football, and as a special organizational and legal category within the football organization of Serbia.
