Players’ registration out of the transfer windows, its exception - and a possible fraud to the rules?

So far in this 21st century, except for some specific amendments, Article 6.1 of the FIFA Regulations on the Status and Transfer of Players (RSTP) has remained pacifically unchanged, so that seeming to the stakeholders that this is product of a regulatory framework global, clear, mandatory and without “fissures”, to which content the FIFA member associations (MA) shall abide.

Article 6, paragraph 1 of the RSTP provides: “Players may only be registered during one of the two annual registration periods fixed by the relevant association. Associations may fix different registration periods for their male and female competitions. As an exception to this rule, a professional whose contract has expired prior to the end of a registration period may be registered outside that registration period.
