In this award, the Court of Arbitration for Sport dismissed the appeal filed by Jean Guy Blaise Mayolas on the grounds of inadmissibility. The Panel held that the Governance Committee of the Confédération Africaine de Football (CAF) had no power to adopt binding decisions concerning electoral eligibility and that the contested act was merely a recommendation. Since the Appellant failed to direct his appeal against the final decision adopted by the CAF Executive Committee, the appeal was procedurally defective.
